Yes the service goes commercial on 20th September this year. Up until then you can play for free as much as you wish.
After the 20th, if you want to play for free you can, but you are restricted to playing until your character has reached level 7, a shame really because that's when all the great stuff like extra skills and spells (depending on your class) start to happen. Once you reach this level you'll be prompted to pay next time you login. If you've got up to level 17 or so before the 20th, your character and all its items will be kept on once you've paid, so all your hard work is worth it.
This way, beginners and people wanting to try out the game before they decide to pay can do so but for a limited time. (You can get to level 7 after about 3 days of solid play, or a week of part-time evening play).
Alternatively, you can just take my word that this is the best online gaming fun since sliced bread and pay now, the cost is £51 for 12 months, or you can sign up for one month, 3 month or 6 month at a time if you're not sure.
