I have a 700MHz P3 with Geforce MX440, and some of the games died a death on it, his is about 1.5GHz, and they all work fine on it, to give you an idea of what sort of speed PC you'll need to use them.
But I tell you, it's been great going through some old arcade classics - Paperboy, Mortal Kombat 2, Rampage, Teenage Mutant Ninja Turtles, Pole Position(!), Killer Instinct, Arkanoid, Hang On, Outrun, Shinobi. the list goes on.
I believe they make arcade cabinets designed specifically to hold your PC. So you could have an unlimited amount of old arcade classics in your living room, via your PC, and perhaps it could double as a sound system. An idea anyway.
Don't know where he got the software itself, but I'm sure if you're interested, you could find it easily enough on the Web.

I've been thinking about what I should put on my newly aquired webspace, and I might dedicate it to the creation of my cabinet.

I bought an old arcade cabinet with a broken monitor for £35 quid on ebay. It's a standard jamma cabinet (2 x 8 way joysticks and 3 buttons each - you know the ones).
Hooked up the controls to an 'i-pac' control interface (cost £20 I think). www.ultimarc.com sell them. This then lets you plug your arcade controls into a USB or PS/2 keyboard socket.
I also hooked up the electronic coin mechanism to the i-pac so that credits are given to the player when he inserts cash (1 credit for 20p, 7 for a pound etc).
I replaced the old dead monitor with a big (19 inch) Hantarex SVGA open frame SVGA monitor. This lets me play all the games without having to mess around with resolutions. This was the biggie cost wise - £200!
I also hacked some PC speakers for the amplifier which I hooked up to the arcade speakers for the sound.
Now I just connect my laptop to the monitor / i-pac / speakers, load up MAME 32, and I've got an authentic arcade machine that runs almost every arcade game produced in the 80s, 90s.
I've teaked the controls so that you can quit a game and selct another from the controls too.
