It has nothing to do with that - it's down to localisation.
A US keyboard doesn't show the ¬ on any key, but it can be found by holding Alt-gr and presing the \ key, located beneath the backspace key.
They don't even have a GBP sign, not from what I can find anyway.

I think alt-gr is used for 3rd key functions.

Although, my keyboard says it should be a |
But my keyboard also says that shift \ should be a ¦, whereas it's actually a |.
That was complicated but in conclusion it appears they're switched around.
