"Yes, son?'
"What's an ... em-u-la-tor?"
*Sigh* "Take a seat, son. It's about time we had a little chat."

It is not illegal to have ONE backup copy of any game you own.
HOWEVER:
It is only not illegal providing you keep it only for archival purposes and use it only if the original gets destroyed.
The 24 hours thing is utter BS created to make it sound legal. If you tried to use it in a court case, you wouldn't have a leg to stand on.
But maybe thats because as so few people have them in Europe compared to other consoles piraters don't see the point in bothering. Less encouraging.
He copy's all his games onto his PC, and then produces copys for others.
(He copies PS2 and Xbox games, onto his computer then burns them onto special discs)
He was talking about how he produced copies of Metal Gear Solid 2 and Halo. I then told him about'The Twin Snakes', so he was going to go out, buy it and copy it on to his PC. I told him he'd need a special drive to copy and burn GC games, I think that stopped him, but by the sound of it he has a whole library of games which he copies and hands out to other people.
Call out the lawyers.
