This isn't a con, there isn't even a hit counter on it so don't worry.
What I want is for the menu to scroll down over the top of the lower frame. Is this possible?

Its quite tricky though, it may take a while to get to grips with it.
Dreamweaver is good, but it's handy to know how to do things straight into HTML yourself as you can often do things with less lines than when you use a program like Dreamweaver.
Having said that, I'm using DreamWeaver Ultra Dev 4 to do my site, my I'm still doing bits by hand as well.
