Which is better: Resident evil code veronica X/ Resident Evil outbreak/ Silent Hill 2/ Silent Hill 3/ Siren / Project Zero.?
And if it's SH 3, should I get 2 before it ?

resi evil 0 on GC is amazing for puzzles, silent hill is of course known for its atmosphere, which, the experience itself is the game that is to be played, the puzzles r ok.
if u like to run back and forth back and forth back and forth to complete puzzles u will like all these games.

From the character's prespective I already prefer SH. Now what about the puzzles? I really liked the puzzles in re1 and pop. Is there something similar ?

Eh..... Let's think. *thinks very hard* None of them have good storylines. Ask a better question like who is your favourite character from these games or something.
