Have you tried finding them all though? I gave up at about 90. I just couldn't find the rest. I searched the map pretty thoroughly I thought, but there are still more to find.
As for the 101 comment - is it true that there were in fact 101 in GTA 3 yeh? I also never found them all there either, though that time I nearly considered using a guide at one point... fortunately I resisted.

I've heard of a very easy way to find all the packages. Go to the golf course and get a golf buggy. Now go to the mall and drive through the doors at the north point. Once inside the mall get out of the buggy and walk back outside. This clears all of the buildins, roads, etc, and just leaves all of the packages visable. Use the sniper rifle to locate the packages that are far away. Once you know where the packages are, load your game back up so that the city returns to normal, then just go collect your packages.

If you use a cheat to get all 100 packages, all the other packages will still actually be there, so technically you can get 200 packages.
