I tried it and it worked. The buildings come back after about 10 seconds anyway.
That's one of the strangest cheats ever!
On the subject of cheats, there is actually one I really enjoyed, and that was in Sonic the Hedgehog 2 on the megadrive. There was a cheat where you could turn yourself into any object on the level, and then replicate that object. In conjunction with the supersonic cheat, you could create rings and turn into the little gold fellow repeatedly, which was fun. It was great playing that two player though, and unleashing the bad guys against Tails.

My friend found 201. I don't know why though.

I've heard of a very easy way to find all the packages. Go to the golf course and get a golf buggy. Now go to the mall and drive through the doors at the north point. Once inside the mall get out of the buggy and walk back outside. This clears all of the buildins, roads, etc, and just leaves all of the packages visable. Use the sniper rifle to locate the packages that are far away. Once you know where the packages are, load your game back up so that the city returns to normal, then just go collect your packages.

If you use a cheat to get all 100 packages, all the other packages will still actually be there, so technically you can get 200 packages.
