I think so.
It utilises both 802.11b (wireless networking) and Bluetooth (DS to DS connections) so it ought to have no problems doing that.
Although it'll be up to the games themselves to use this connection.
I bet that Animal Crossing will be Nintendo's first online venture.
All the DS machines contain a transmitter which broadcast the wireless transmissions upto 100m feet, allowing other DS withing range to communicate directly by transmitting information which the first DS can then pick up.
Thus, you should merely need to have all 4 DS within range of each other to connect for multiplayer, rather than having to use a hotspot.... wonder what transmission system/speed it will use though?
Can you be near one instead of being on it or in it?
