Yes they are. They have to transmit a weaker signal at the moment else it bleeds onto the analogue systems.

Under the same conditions and signal strength digital will cope better. So hopefully your problems will be solved when analogue gets turned off.
And just be thankful you have a digital signal at all. :) My area still doesnt have digital and it doesnt look like they will before the cut off either. And I dont exactly live in the middle of nowhere either.
