The games they released on GBA were already in development before Microsoft bought them. Microsoft allowed them to release those games as it would be stupid to cancel them so far into development.

Are you sure though that this isn't all made up? I just don't see Microsoft allowing Rare to start work on new games for the DS when they could be spending the time on exclsuives for Xbox or Xbox 2.
