In some circumstances, it might - depending on the game comparing with.
If the manual doesn't have all the pages, and it's supposed to be new, and there aren't any signs of damage to the manual, I'd say it was a pirate.
I once acquired through my work at GameStation a pirate game Pokémon Jade version.
It doesn't have the Seal of Quality, has a new 'Pokémon' on the cover and has the American ESRB logo on it. It even has the codes along the silver borders of the sticker and despite being a Game Boy Mono cartridge has "Only for Game Boy Color" in the bottom right corner. It plays alright but isn't a Pokémon game - not sure what it is really. Never got into it.
If it's not a pirate, then it's definately American, with its oval Seal of Quality and ESRB rating.
The Seal Of Quality should be a circular shape, not an egg. The US have an oval shape, but not an egg...
Mine is rated 3+ by ELSPA, the only other one is PEGI, and the British one (You see it on films etc... the red circular PG, 15, 18 ratings)

It works, actually it's a really cool and brilliant game, I just want to know. And maybe the original has better quality, am I right or wrong or what ?

Yes. Infront there is a white -egg shaped- circle that says: "official Nintendo seal of quality.

New. And you wouldn't recognise the store.
But if the game is fine, why worry? I never read instructions anyway. More fun to work it all out yourself.
