I haven't had much experience setting up http servers, but I would recommend getting a free redirection url and DNS updater from dhs.org - this will assign you an address of your choice at 2y.net (e.g. turbonutter.2y.net), and the updater will change the DNS settings of that url to point to your new IP every time you reconnect.
The thing is, when you're on the net you are assigned an IP address and it's easy to find this out. Using this IP address you can be pinged and all documents are sent to it. So, why can't my PC be accessed via this IP address? Is there a change I need to make in the Apache configuration or something? I know BearShare acts as a server and by connecting to someone's computer like this http://ipaddress:port/ using BearShare you can view their files. Therefore, it simply must be possible with a normal httpd server such as Apache.
If you really want to host your own site you will need to find an ISP that gives you a static IP address rather than a dynamic one. I think 'Demon' might, I'm not sure i've never used them.
To be honest though, why do you want to run your website from your own desktop, you have probably not got the bandwidth to make it worth while.
I find that running a http server on my own computer is good for testing out PHP and Perl scripts, but I would never dream of making it publicly accessable. Why not FTP your site to an always-on server.
