It's still worthwhile buying an X-Box if you don't plan to take it online, I don't have Live but I still have enough titles to keep me interested, the games I have are:
Driver 3
Toca 2
PGR2
Freedom Fighters
The Sims: Bustin' Out
Madden 2004
Dead or Alive 3
Those seven games are enough to keep me going. (I know, my games collection is diminishing every week)

I prefer it offline to anything else bar the Dreamcast anyway.
Halo, PGR2, ESPN NHL Hockey, Ninja Gaiden.
That's all the gaming you'll ever need. And for such a low price now, it is worth it. I'm sure you could flog enough stuff on ebay to get one.
