Actually the court can impose an order for the guardians to pay the sum over time - it doesn't work like whoever said, about if you don't have the full sum you don't pay, it becomes a legal debt and has to be paid, if payments are missed the bailifts are used. I can remember because I read it when it happened on BBC News and it was on Fox News.

If the people cannot pay the full sum then they don't get a penny unless they come into the money.
It's like when you sue a company, if they can't pay the company becomes bankcrupt and goes into protection.
It does mean though that people may think twice before downloading games.
