For me, I've found FIFA '05 very enjoyable.
Listen to almost anyone else and they'll recommend you PES (pro evolution soccer) Although the gameplay is slower and there are less licenses the gameplay value is apparently superior.
I always used to enjoy my, unrealistic and outdated, International Superstar Soccer '98 on the N64 :D
