The DEC is asking for donations for the recent earthquake - which is fair enough. But what happened to all the money that was donated for the Tsunami? They said at the beginning of the year that they had too much money for that. Can't they use some for the earthquake?

I think it's because it's seperate funds. People who donated to the Tsunami may not support giving money to the quake victims. I think it could be portrayed as some kind of fraud - taking money for one think and using it for another. Silly and petty as it is they probably just don't want to get in trouble.

No, it'll stil be used for the areas affected by the tsunami. THeir buildings aren't going to magically reappear because the news crews have moved elsewhere, as much as we'd like to think.
