depends who its rated by. PEGI, ELSPA and BBFC all have different standards and age intervals

May have something to do with the violence and guts and gore of it, you can explode peoples heads so their brains fly everywhere and other such lovely features. Can't let the little kiddies get their hands on such things

so that little boys and girls dont become disturbed and start killing people. im sure the people at the rating HQ know what they are doing and what factors to look for. theres probably a lot of gore, swearing or drug talk or something. i wouldnt now cos i aint played...
