Right:

Emulators are legal.

ROMS are illegal.

Owning a ROM of a game, even if you have the game on cartridge, is illegal.

So using an emulator to run a ROM is illegal.

But hardly prosecutable unless you're distributing it to others.

Infact it could be argued to be a 'back-up copy'.

I heard, its legal to have a ROM of a game if you own the original cartridge, if you dont own it then you have to delete it after 24 hours.
Is anyone really going to check if you have the original?

The 24-hours rule and the back-up rule are both utter balls.

Unless you're sitting on the jury (assuming it's enough of an offence, which it probably isn't but indulge me anyway).

I'd love to do that: "Hmmmm apparently owning a rom when you already own the game is illegal..."

Balls: not guilty.

Hmm if ROMS are illegal why are emulators (the things that run the ROMs) not?

Because they themselvs are not a form of piracy.
