I heard a rumour that all Xbox Live games are universal, ie: US games will run on a UK machine and vice versa.

Certain games are 'region free', like Splinter Cell PT, Rainbow Six 3/R63:BA. Fable is also region free, but obviously not Live-Playable.
I don't think so; it's universal in that everyone can play each other regardless of location in the world.
