The question is, does anyone know the name of the opera/classical piece that Andy plays when he locks himself in the Governor's office?

For all we know that could be exactly what he is doing.

Perhaps he could use it to accompany the stills you made for him, spending hours painstakingly rendering it in full motion greatness

It would be a masterpiece to him. Then he could use his film to show to a possible producer/director/whatever who could turn it into a proper masterpiece but it wouldn't be up to smv to get the licenses then.

Using it in "a masterpiece" and then saying he'd use it "for his own private purposes" don't equate

It could just be an amateur film for his own personal viewing. No license required.

He'd be asking where to get the license to use it then wouldn't he ?

He may be a budding film maker himself, wanting to use it in his own masterpiece. There are loads of possible reasons for wanting to know the name of a certain piece of music. Admittedly, listening to it is the most obvious and common reason but you can never be sure.

So he can listen to it, called appreciating culture, foo'
