I have Pokemon Silver, complete with all 251 Pokemon.

No. I even got a 'Certificate of Authenticity' with Celebi.

I got all 251.
I never used a cheat cartrige but I beat some kids with one to earn my Mew (they thought that a team of 6 Mews bred on Rare Candy could beat by battle hardened squad) and a friend got my Celebi (so I didn't have to fight for it).
I had 3 Teams of 6 lvl 100 Pokémon (and a fourth team in the 90's) so when I heard that the new games wouldn't let you use old Pokémon...
Forget it! The series has gotten old and from what I've heard the new games have sucked anyway.

To get one of each of the six starter Pokémon you'd need to restart 3 times each. To get one of each of the starter Pokémon you'd need to restart.. so many times!

I do not. I do, however, have Pokemon Stadium and when you beat the elite four on that you get a rare pokemon; one of the starters or one of the fossils. Yes, it took a long time but I do have almost 166 hours of play on Pokemon Silver. Again, yes, I am that sad.
