Well its going to be the 3D graphics.
A Vice City movie would be pointless because almost all of the game's content is "inspired" by existing films. We've already seen the film version several times in the likes of Scarface and Carlito's way, so making a VC movie would be nothing special or original.
They already made it. It was called Scarface.
