It's silly.
Thick and stupid kids will continue to be thick, just under a different name. No matter how many mood repressors or gold-stars for not starting fires you give them, they're still going to be uncontrollable and eventually work in a car wash somewhere in Portsmouth.
My theory is we should take all the safety labels off things and let the stupid ones wipe themselves out.

Now I'm playing devils advocate here, but could it not be that we're just getting a far better understanding of problems people suffer from? Hell, less than 300 years ago people were still being bleeded and told their humors weren't in balance. Possibly a bile imbalance being the problem. Now it's cancer, cirosis and any number of other charming diseases.
Why not with psycological problems?
Of course, trolley rage, road rage, air rage and all that crap is, well, that. Crap. It's impatience.
Whereas druggies are stoned when they rob stores so it couldn't be their fault, but that little 'he can't help it' doesn't seem to work outside the mentally ill category.
People are too easily labelled 'mentally ill' and stuffed into a loony bin nowadays, I blame gays

ADD is actually a condition in many cases, saying it isn't is like saying Downsyndrome is just kids trying to skive a few days off school.
ADD is too commonly used as 'my kid's not clever - he must have ADD' and doctors seem to diagnose the condition with a glance.
Dyslexia used to be like this where every parent whose kid had spelling problems obviously had Dyselxia
