No the ads are not time based. The system is split into paid ads (ie uproar) and non-paid ads. Generally the paid ads must serve a certain amount of impressions within a certain period of time and occasionaly this can mean them being selected more often. If a new banner has just been added it might go a bit crazy for a bit while the stats calculate, but it should soon settle down.
Only the uproar lotto seems to appear.
Are the ads time based now, rather than randomly selected on each refresh?
