Heh, yeh Ebay might wipe your seller fees if you inform them of scams going on. Maybe...
I think it would be a good idea to scan the letter and E-Mail it to eBay.

It says I owe ebay. I haven't bought anything off ebay for £35. I have some sellers fees to pay but that doesn't total £35.92.
Surely you owe the person you bought off of, not eBay?
