Juts found it. Movie Explorer. Damn, it's an awkward environment to program in.....
Just realised that these load in a browser, and fill it so they look worse than they already do. Shrink the browser, should look and act better then.
It works by using sin, phase angle, that sort of thing, and applies it to the 'waviness' and transparency and tint. Could have started the cycle anywhere, but it was going to be used like a gun shot hitting, then fire starting, in a game.
[edit] Damn, I'm feling a little overwhelmed with all this Flash Stuff.....
I'm just lacking in the ideas and actionscript departments.
