No, that's a statement, because of the stuff before it. On its own, it's a question.

Without the question mark you still know it's a question, but if you want it to have emphasis, you can't not use an exclamation mark as you can't just guess that it's supposed to have emphasis.

Agreed, but it's also like a statement, as if you were about to give the answer:

"Ladies and Gentlemen! Here I will show you what happens after we die:"

The structure of the sentence tells you it's a question.

Only if a question mark is also present. And even then, apparently it's not 'proper'.

You can have an exclamation mark at the end of a question.
