I wouldn't spend more than 50 quid on something on ebay anyway.
I think I'd use Amazon instead because I like their guarantees on 2nd hand goods.

There's a £500 spending limit if you're unverified. I think it's to stop people maxing out hijacked credit cards.

Thats the way we did it, tho if you've just had a statement it'll take a while, so I advice ringing up your bank. Thats if this is still the method they use. Looking at what Para said it seems to have changed.

They charged £1 to my account and when the bill came through I entered the code of the transaction to confirm it and then they paid the money back into my account.

You select an option to verify your account (when you login it will say the number of transitions and - "unverified" next to it - click that).
Then paypal will pay two small amounts into your bank account and you enter these two amounts into a form to prove you're the one in control of your bank account.
Then you have to verify your contact details by eBay doing an automated call and you entering a code they give you on the phone and entering it into a form.
The whole process is pretty easy, but if you're not going to spend over £500 I wouldn't bother.
Basically proves that you're in control of the card. Although I verified my address and spelt it wrong, whoops.
