We had to make a similar list here at work to run mailing addresses against. Oh, what fun.

1. Messages must not contain rude words (we have a list and their variations.)
2. Messages must not be more than 60% in capitals IF the message is over 100 characters
3. Lines must not be more than 70 characters in length.
4. The URL must contain a threadid and forumid
5. You cannot post the same message twice to the same thread. (The programming behind this is only to stop people who were clicking twice in succession and is only loosely enforced).
