Tell me your motives for asking these questions.
I would think just the stuff you download to the hard disc.
Download Limits consist of whatever you download, ie anything you stream, or download to your hard-drive - incoming traffic basically.

A download limit of 1Gb means that only 1Gb of incoming 'stuff' can come through your modem.
Whether is stays on your HD or not.
