Aha, I've never heard it used in that sense before. "Rolly" is about the only slang I've heard for a hand rolled tab.

i mean you dont hear of people being taken in for being stoned and disorderly do you they cant be botherd with fights they just want to eat..

If I were a more paranoid sort of chap, I'd draw parallels between the increasing uncertainty about what our laws are and what can get you arrested, and the situation in Orwell's 1984 (where there were no laws and no-one knew what would get you arrested).

I remember having a discussion not too long ago with a wee lad who thought cannabis was now legal and I couldn’t arrest him for being in possession of it. I mean now I couldn’t, but if I were an officer of the law I could.
