It works in American sports, referees around the play looking out for certain things. For example you can have one just solely for watching the goal line to eliminate all those controversial was it over the line or not questions.

Failing those 2 highly valid points, perhaps turning it into american football is the only way to shut the tv people up.
I think the only time tv should be used is for goaline scrambles. The ref can signal to a tv ref, but keep the flow of play going until the ball naturally goes out.

Personally i think they should just scrap the offside rule all together and put two referees into each half.
