Only albums I've got this year are Incubus, Beastie Boys and Nirvana.
To the Five Boroughs is probably the best, Nirvana doesn't really count as it's all live/demo/acoustic/b-sides, and A Crow Left of the Murder is a little sucky. Single? Either Right Right Now Now (BB) or Megalomaniac (Incubus). Although to be fair neither are great.
Next year should be good though. Foo/QOTSA/more Nirvana (maybe)/other stuff I can't remember.

I don't think it's been released as a single, but "Man And Machine" by Saxon has to my mind been one of the best songs of 2004. Otherwise, best single has to be "Take Me Out" by Franz Ferdninand. I haven't purchased any new albums this year, but what I've heard from Saxon, Motorhead and Megadeth's latest releases has impressed me suitably.
