i have suspicions M is still seeing X (but no concrete proof)
obviously i cant say this to C, because she would consider it crazy. the other problem is that i wanna ask out C.

You can't be objective in this as you want C, i'd tell someone else and let them decide, i know it's passing the responsibility but if you tell C and then try to chat them up it's neither good nor likely to succeed.
You want C, breaking up her relationship isn't going to do you any favours.

I wouldn't mention it to her, because then the guy might stop and seeing as you have no proof it could all backfire on you and ruin your relationship with her. You could risk your friendship with her by getting involved or you could sit back and wait for the guy to screw it up himself then go out with her yourself.
Its easy if M is cheating on C with X, then M is scum. Tell C what is going on With M and X. If C chooses not to believe it then there is nothing more you can do. Just tell C why you felt you had to tell her about M and X. Then C might confront M and ask him about X.
