Are any of my Temp Files in C:\Documents and Settings\owner\Local Settings\Temp important?

I've got loads of crappy notepad files with dodgy 4 letter names like abgr and agdj and stuff that keep executing as viruses and dialers, can I just delete the lot and not suffer any consequences?

I don't use IE either, but stuff is still getting into it.

The thing wasn't checked though, cheers mate.

(I don't use IE anymore, but I'm prepared to open it in order to help you :P)

Tools> Internet Options > Delete Files > Check that "Deleted offline content etc" is selected, then click OK.

Done.

Can I get to my Temp directory in safe mode?

I'll give that a try I think.

The best thing to do is to startup in Safe Mode and delete any files still in your Temp directory.

DLL files are "dynamic link library" files and are a sort-of program file used by the main EXE file.

They're usually common sets of libraries stored for use by many processes. Doesn't stop a rogue virus, trojan or whatever in employing them though.

.dll files are system files aren't they?

If they're in your Temp file, should be fine to delete.
