Best? Dunno, can't pick just one. I quite like Willams though. Yeah he's up himself, but most of them seem to be. I still like a lot of his songs.
The timing for the 90's was suspicious, he just happened to have a much publicised documentary and his new single at No 1 that week.
Would have been better had it been U2 and Michael Jackson for the 80's, so there was a space in the 90's for Radiohead and Nirvana, not bloody Williams.
Personal choices
Buddy Holly and Louis Armstrong for the 50's
Beatles and Bob Dylan for the 60's
Stevie Wonder and Elton John for the 70's
Michael Jackson and R.E.M. for the 80's
Radiohead and Nirvana for the 90's
And frankly the fact Marvin Gaye was never mentioned was an utter disgrace.

He acts like he is 12.
He's had 1 goodish song, and even that I couldn't care less about.
I could understand someone being so painfully, pathetically arrogant if they actually had cause to be - some talent, for example. But he's just crap.
I don't know how the decisions were made, but whoever contributed to them should be shot, along with Williams himself. Mindless pop-hype at it's most depressing.
All worthy, all better than Robbie (in the 90's anyway)
