In the long-term that would be the best thing for her, she wouldn't be disturbing the families income and she would be away from harm.

I think, by the sounds of it, she's scared that her mother won't be able to cope, what with no income and having to care for a disabled child.
If that is the case, there is benefits which she will be able to claim.
