Could you tell me what program would be best to open a binary file (.BIN)?

.bin files usually come with a file descriptor in the form of a .cue file.. you might find it difficult to read this file without it.
Incidentally, I read bincues and other images with daemon tools, which installs a virtual CD drive on my computer. Highly useful.

You're probably better off with Magic ISO as WinISO has many limitations.
With Magic ISO, simply load it up, File, Open, select your bin file and then extract it like you would do with winzip/winrar.
