Bought this yesterday and I have heard some versions are cut. But which?
I have the one that says something at the top on the cover like ' melvin was a 92lb weakling until nuclear waste transformed him into.... Then in big letters at the bottom ' the toxic avenger ' Also the run time is 88 mins. And I saw another version which only runs for 80 mins. So surely this is uncut?

Most Troma films are. They're not to be taken seriously though, they're all very tongue in cheek and in most cases very funny in a sick disturbing way.

That's disgusting.
At the beggining where the teenagers in the car run over the kid, if they realise he's still alive after hitting him once and then reverse over his head in real sick close up detail and then inspect it and take photos of it then you have the uncut film.
I'm 99% that it won't be the uncut though as I recently saw the UK cut of the film on Sky and the above scene ended after they'd hit him once. The only fully uncut version available on DVD anywhere is the US unrated cut available to buy from www.troma.com or any import site.

I've just been on the BBFC website and the prism leisure english version is 87 mins 32secs long and no cuts have been made. So I'm pretty sure my 88min version is the whole thing. Maybe I should just shutup and watch it to see if it is cut. What scenes could be missing if it was?
Problem with that site is it never states whether a film was submitted with cuts already made like a lot of films are these days.
www.bbfc.co.uk - do a search on it, it'll tell you if anything's been cut, and how much was cut.
If you've bought a UK DVD then it'll be cut. The only version that is totally uncut is the official USA Directors Cut release.
The UK version will be missing the full head crushing scene at the start for definite, and most likely some of the other more extreme violence. If you're gonna buy Troma films you should go for the US releases if you want uncut, I wouldn't touch the UK DVD's and videos with a bargepole.
