It doesn't hamper the accessiblity of the vehicle itself, but it does create a -5 mentality effect on potential passengers. Would you get on a bus with no wheels if you had to get somewhere?

If the doors are jammed and it has no wheels, I doubt it.

I'm still pondering over how having no wheels adds to the inaccessibility of the vehicle in question, though.
