I'm looking for a new mini system and the one I want has an "Active subwoofer (pre-out)". What's it mean?

Well you have passive subwoofers and active subwoofers.

Passive subwoofers don't have internal amplification, as they're designed to be driven by an external amplifier.
They're hard to integrate with other systems usually.

Active subwoofers have inbuilt internal amplification though, and can be connected to main speakers.

Some active designs offer the option of connecting the subwoofer directly to the amplifier speaker outputs and routing the signal for the main speakers through the sub-woofer. This is handy if you've already got decent speakers, as the bass frequencies are removed from the signal sent to them. So hopefully you'll have some already. It's more efficient but may add the distortion of the sub woofer circuit.
