Cows and sheep are stupid, hence food and clothing.

You mean none of the Goats with the desease have gone to their vet and said "I have ulcers in my mouth and sore feet, do you thing I have foot and mouth?"
Unlike humans the goats will keep it secret. Otherwise they will be shot, bulldozed onto a pire, burned, buried and limed. That's not much incentive to own up.
We don't seem to treat humans this way. I wonder why we have to kill all the animals? Wouldn;t they get over this minor ailment if they we quaranteened instead?
