I've just checked the Top Posters list, and English is still there. If he has been banned it would say so, so there are two options here- either he has been reinstated or not banned at all.
But it's not really any of my business anyway- although I am natrually concerned about the forums, I'm not exactly interested about this situation.

I think he was banned for a split second or I'm guessing this guy just made it up. Why would someone say such a thing *shakes head* Maybe it's against the law to ban a police officer, I wouldnt think so but it couldnt hurt to use it as an excuse.
