I don't really believe that figure. If Broadband can only reach a certain distance, and there are many homes, even in my small town, that are too far away from the exchange then even if the exchange is enabled, those homes will not be able to have Broadband.

And that's just a small town. What about a city with only a few exchanges and plenty of rural housing?

Probably more like 60-70% I reckon...
