Try putting the difficulty setting down a few notches.
Civ 3 is designed as Civ:Masterclass. The gameplay itself is really no different to Civ2, and in fact I'd go as far as to say the game is better.
AS long as you don't come with it. :)
And also one of the reasons it wasn't that much better was because Brian Reynalds who was one of the main people who developed the game
