I've seen a MISSINGNO. level 0 to i've captured then after that a Ditto started to atack my pokemon.
You could use Rare candies though.
I managed to get a Missingno all the way to lvl 0.
I think that's what this guy must've done with Wheezing.
I used to get lvl 146 Snorlax's myself.
They were biatches to fight, having Hyper Beam at such a high level.
They couldn't hurt my Gengar though! :-)

hay Strafio i never knew that at all about capturing Safari pokemon beside the island but i have captured a Aerodactyl around... level 175 beside it? i'm not really sure it's level 175 because i started over my Pokemon blue. but it's around that level

Aye, if you did the Missingo cheat and get above Lvl 100 ones they'd "level down" to 100.

I think it was different depending on your file or something you've done, but once you'd come across a set of Lvl 100+ Pokémon, that was the one you'd always get.
Do you think there was an FAQ on the glitches?

Ah, Pokemon glitches rock. I remember turning one city all inside out somehow. I can only remember the high level Golducks, there were maybe those firey pony dudes as well though.
