I have downloaded some code for a PHP based discussion board, that doesn't need a SQL backend. Is there anyway of testing this on my PC? I can't open the .php files like I can a .html file.

Can I download any software to act like a PHP server to save my dial up connection while I'm setting things up?

The only software that allows you to test it would be Xampp:

But that's basically setting up a server on your PC.

The only way to test it really is for you to dial up and test it, there's no way you can run PHP without a server.
