A lot of the arguments on this site are personal about how we don't like the world and what we would do if we could change it, well here is your sounding board.

What a pain the **ahem** load of responsibility!
If anything goes wrong, it's YOUR fault!
Well, I'd redistribute wealth a bit.
I'd persuade all corporations that they'd do well to invest large amounts of monies in develloping poor areas, and would target develloping or third world environments that are struggling, and find away of making self-sufficient communities out of them, making the most of natural resources but enhancing them with technology.
The produce from these communities would gradually repay the investments allowing more to be set-up.
And once the whole world is living prosperously...
well, I'd be dead by then. :-)

I would create "the island" - ALL offenders go there. In fact, all radgies go there. There they'd be allowed to do what they want, I'd even encourage them to kill each other.
