There are only three conditions in which, combined, it could be possible:

1. He doesn't go to any educational meetings of any sort.
2. He doesn't earn a living.
3. He hasn't got a life.

This suggests that whilst we all work hard to live a life, he is living a life of luxury (though without any sociality) and/or is claiming new tax credits and job seekers allowance.
